PUBLIC NOTICE
The voters of the City of Bisbee in 2022 adopted an Alternative Expenditure Limitation. The purpose of this election is for the continued use of the Alternative Expenditure Limitation.
Pursuant to A.R.S. § 41-563.01, the City Council of Bisbee voted to approve sending the proposed Alternative Expenditure Limitation to the electorate at a special meeting on June 16, 2026. The council vote was 6 For and 0 Against.
At the general election to be held on November 3, 2026, the citizens of the City of Bisbee will vote on the proposed Alternative Expenditure Limitation.
With voter approval, the city/town expenditures for each year shall be limited to the estimated available revenues, whether such expenditures are less than or exceed the State-imposed expenditure limitation. As an example, for Fiscal Year 2028, the State-imposed limitation plus applicable Constitutional exclusions would allow expenditures of $20,217,960. Under the proposed Alternative Expenditure Limitation, we estimate revenue and expenditures of $41,880,397.
If the voters approve, the additional expenditure authority will be used for all local budgetary purposes including general government, economic development, culture & recreation, public works, and public safety. Revenues received from Federal, State, and local sources will be used to fund such expenditures. The city/town property tax amount shall continue to be limited to the amount prescribed in the Arizona State Constitution.
