Arguments For or Against Extending the
Alternative Expenditure Limitation (Home Rule)
(RESOLUTION R-26-19)
Notice is hereby given to the general public of the City of Bisbee, County of Cochise, State of Arizona, of a proposition to Extend the Alternative Expenditure Limitation (Home Rule Option). This proposal will be placed on the ballot of the General Election to be held November 3, 2026.
In 1980, a tax reform package was approved by the voters which places an expenditure limitation on cities and towns, based on the 1979-1980 budget as a base year. Adjustments for population growth and inflation are applied to this base amount, resulting in a maximum expenditure limitation for each jurisdiction. This same law authorizes local voters to determine if these limitations are appropriate for their city or town under the Home Rule Option
Anyone interested in submitting arguments either in support of or in opposition to the proposal may submit an argument to Ashlee Coronado, City Clerk, at 118 Arizona Street, Bisbee, Arizona 85603 on or before July 29, 2026. Arguments must be signed by the person sponsoring it and may not exceed three-hundred words in length.
The arguments submitted will be included in the publicity pamphlet that will be provided to all registered voters prior to the general election.
A fee of $100.00 must be accompanied with your argument in order for your argument to appear on the publicity pamphlet to offset the printing costs.

AN ORDINANCE OF THE MAYOR AND COUNCIL OF THE CITY OF BISBEE COUNTY OF COCHISE, STATE OF ARIZONA, DECLARING THE FOLLOWING AS A PUBLIC RECORD: THE 2024 INTERNATIONAL BUILDING CODE, THE 2024 INTERNATIONAL EXISTING BUILDING CODE, AND THE 2024 INTERNATIONAL RESIDENTIAL CODE, INCLUDING ALL TABLES AND APPENDICES; AMENDING THE CITY CODE BY ADOPTING THE FOLLOWING PUBLICATIONS IN PLACE OF THE CURRENT PUBLICATIONS: THE 2018 INTERNATIONAL BUILDING CODE, THE 2024 INTERNATIONAL EXISTING BUILDING CODE, AND THE 2024 INTERNATIONAL RESIDENTIAL CODE, INCLUDING ALL TABLES AND APPENDICES, EXCEPT AS SPECIFICALLY AMENDED BY THIS ORDINANCE; REPEALING AND REPLACING CHAPTER 7 “BUILDING,” ARTICLE 7.1 “BUILDING CODE,” SECTIONS 7.1.1 THROUGH 7.1.1D OF THE CITY CODE; PROVIDING FOR THE REPEAL OF CONFLICTING ORDINANCES; PROVIDING FOR SEVERABILITY; PROVIDING FOR PENALTIES; AND PROVIDING FOR AN EFFECTIVE DATE.

WHEREAS, the International Code Council has developed a comprehensive set of building and safety codes that are now in use in all fifty states and have become widely accepted in Arizona, including Cochise County; and,
WHEREAS, the City of Bisbee had not updated or revised its building and safety codes since 2024; and,
WHEREAS, other local jurisdictions have adopted various specific amendments to these Codes to adapt them to the specific conditions and circumstances in these jurisdictions; and,
WHEREAS, the City of Bisbee Amendments to the Designated Building and Safety Codes incorporated herein by reference are intended to become applicable at the same time that these Codes be applicable, in August 2026; and,
WHEREAS, it is in the best interests of the City of Bisbee and its citizens to adopt these specific amendments.
NOW, THEREFORE, BE IT ORDAINED BY THE MAYOR AND COUNCIL OF THE CITY OF BISBEE, COUNTY OF COCHISE, STATE OF ARIZONA, THAT:
Section 1. Technical Codes Adopted as Public Record.
Those certain documents entitled the 2024 International Building Code, the 2024 International Existing Building Code, and the 2024 International Residential Code, including all tables and appendices, three copies of which are to remain on file in the office of the City Clerk, are hereby declared to be public records and said copies are to remain on file with the City Clerk.
Section 2. In General.
The City of Bisbee Code is hereby amended by adopting the following publications in place of the current publications: the 2024 International Building Code, the 2024 International Existing Building Code, and the 2024 International Residential Code, including all tables and appendices, except as specifically amended by this Ordinance.
The City of Bisbee Code is further amended by repealing and placing Chapter 7 Building, Article 7.1 Building Code, Sections 7.1.1 through 7.1.1D as follows:
CHAPTER 7 BUILDING
ARTICLE 7.1 BUILDING CODE
7.1.1 Adoption of Code
The 2024 International Building code, the 2024 International Existing Building Code, and the 2024 International Residential Code, including all tables and appendixes, are hereby adopted for use in this jurisdiction, except as specifically amended or excluded by the amendments specified in this City Code. For purposes of each of the designated Codes adopted in this Chapter 7 of the City Code, the subject Code, as adopted and as may be amended from time to time, shall hereafter be designated as the Code of the City of Bisbee. The Building Inspector of the City of Bisbee, or his designee, is authorized to assume all of the responsibilities and authorities of the “building official,” as that term is used in these respective Codes.

7.1.1.B City of Bisbee Amendments to the 2024 Edition of the International Building Code
1. At Section 101.1, insert City of Bisbee.
2. At Section 101.2, insert Exception 2 to read: “Existing buildings undergoing repair, alterations or additions and change of occupancy shall be permitted to comply with the International Existing Building Code.”
3. At Section 1031, insert Building Safety Department.
4. At Section 103.2, insert a reference to the adopted Building Permit Fees schedule of the City Code for the applicable fee schedule.
5. At Section 105.2 (1) Building, will require a building permit; not exempt due to flood zone restrictions.
6. At Section 105.2 (2) Building, will require a building permit; not exempt.
7. At Section 105.2 (7) Building, amend to read: “Painting, papering, tiling, carpeting, counter tops, and similar finish work.” Cabinets will require a building permit; not exempt
8. At Section 105.7, insert a new Section 105.8 to read: “No building permit shall be issued, prior to obtaining a flood plain permit, for any work in flood Zones A, and AE.”
9. At Section 107.2.2, insert at the end of the paragraph “All Automatic Sprinkler Systems, Standpipe Systems, and Fire Alarms shall be designed and stamped by a qualified “registered design professional”.”
10. At Section 406.3.4 (1), change all references from “1/2- inch gypsum board” to “5/8-inch Type ‘X’ gypsum board.” Revise the second paragraph to read: “For garages beneath habitable rooms, cover above by not less than two layers of 5/8-inch Type ‘X’ gypsum board.” At the end of this section, insert: “Windows are not permitted in the separation wall. All walls supporting the fire-resistance rated ceiling shall be protected with 5/8-inch Type ‘X’ gypsum board.”
11. At Section 406.3.4, Add subsection 406.3.4(4): “Attic access opening. The attic access opening protection supports shall be of noncombustible material.”
12. At Section 502.1, change size; “the size to 6 inches that each character shall be a minimum of.”
13. At Section 708.1, Add number 6, to read: “Walls separating tenant spaces.”
14. At Section 903.2.1.3(2), change “300” to “100 or more.”
15. At Section 1011.7.3, in the exception, change reference to “1/2-inch” to read: “5/8-inchType’X’.”
16. At Section 1203.1 at the end of the paragraph insert, “Interior spaces intended for human occupancy shall be provided with cooling systems capable of maintaining a maximum indoor temperature of 85F (29C)”.
17. At Table 2304.9.1, insert #35-connection: “Story-to-story tie at 48” o.c. by minimum 18-gauge strap with minimum 9” lap on studs. Fastening: per schedule in manufacture’s installation instructions, or continuous sheathing with minimum 9” lap on studs.”
18. At Section 2403, insert a new subsection 2403.6 “Vinyl or Plastic Window Frames” to read: “All windows with vinyl or plastic frames shall be certified to comply with AAMA/WDMA/CSA 101/1.s.2/a440 standard/specification.”
19. At Section 2902.2, Insert a new Exception No. 7 to read: “In existing building occupancies, one public/employee restroom is allowed where the occupant load does not exceed 50 for other than M occupancies, and for M occupancies, where the occupant load does not exceed 100, provided that the one restroom for all such occupancies is code compliant with ICC A117.1-2009. Where it is not technically feasible to comply with the new construction standards, the above shall conform to the requirements to the maximum extent feasible.”

21. Appendices A, E, F, G, K, and P are adopted, Appendices B, C, D, H, I, J, L, M. N, and O are not adopted.
7.1.1.C City of Bisbee Amendments to the 2024 Edition of the International Existing Building Code
1. At Section 101.1, insert City of Bisbee.
2. At Section 103.1, insert Building Safety Department.
3. At Section 103.2, insert a reference to the Building Permit Fees schedule of the City Code for the applicable fee schedule.
4. At Section 704.4, change to read: “Doors serving a Group H occupancy and all other occupancy groups not covered by item 2 in the IBC Section 1008.1.9.3, serving rooms or spaces with an occupant load of 50 or more, shall not be provided with a latch or lock unless it is panic release hardware, suitable for a fire exit.”
5. Appendices B is adopted. Appendices A, C, D, and E are not adopted. Resource A is included as a source material in this Code.
7.1.1.D City of Bisbee Amendments to the 2024 Edition of the International Residential Code
1. At Section R101.1, insert the City of Bisbee.
2. At Section R103.2, insert a reference to the Building Permit Fees schedule of the City Code for the applicable fee schedule.
3. At Section R105.2 (1), Building, will require a building permit; not exempt due to flood zone restrictions.
4. At Section R105.2 (2), Building, will require a building permit; not exempt.

Add a new Section R105.2.4 “Ordinary Repairs,” to read: “Ordinary repairs which involve only the replacement of component parts of existing work with similar parts or materials and do not exceed $1000 in valuation (materials and labor at market value) and do not change any structural, electrical, mechanical, plumbing, or fire safety condition. Ordinary repair are subject to the provisions of R105.2.2.”
7. At Section R105.9 insert a new Section R105.10 to read: “No building permit shall be issued, prior to obtaining a flood plain permit, for any work done in Flood Zones A, and AE.”
8. At Table R302.6, change the three references from “1/2-inch gypsum board” to “5/8-inch Type X gypsum board or equivalent.” Change the one reference from “5/8-inch Type X gypsum board” to Two layers of 5/8-inch Type X gypsum board or equivalent.”
9. At Section R302.6, insert subsection R302.6.1, as follows: “Attic access opening. The attic access opening protection supports shall be of noncombustible material.”

Any person found guilty of violating any provision of this Ordinance shall be guilty of a misdemeanor, and upon conviction thereof shall be punished by a fine of not to exceed one thousand dollars ($1,000) or by imprisonment for a period not to exceed six (6) months, or both such fine and imprisonment. Each day that a violation continues shall be a separate offense punishable as herein above described.
Section 6. Effective Date.

WHEREAS, the City of Bisbee had not updated or revised its building and safety codes since 2024; and,
WHEREAS, other local jurisdictions have adopted various specific amendments to these Codes to adapt them to the specific conditions and circumstances in these jurisdictions; and,
WHEREAS, the City of Bisbee Amendments to the Designated Building and Safety Codes incorporated herein by reference are intended to become applicable at the same time that these Codes be applicable, in August 2026; and,
WHEREAS, it is in the best interests of the City of Bisbee and its citizens to adopt these specific amendments.
NOW, THEREFORE, BE IT ORDAINED BY THE MAYOR AND COUNCIL OF THE CITY OF BISBEE, COUNTY OF COCHISE, STATE OF ARIZONA, THAT:
Section 1. Technical Code Adopted as Public Record.
That certain document entitled the 2024 International Plumbing Code, including all tables and appendices, three copies of which are to remain on file in the office of the City Clerk, is hereby declared to be public records and said copies are to remain on file with the City Clerk.
Section 2. In General.
The City of Bisbee Code is hereby amended by adopting the following publication in place of the current publication: the 2024 International Plumbing Code, including all tables and appendices, except as specifically amended by this Ordinance.
The City of Bisbee Code is further amended by repealing and placing Chapter 7 Building, Article 7.2 Plumbing Code, Section 7.2.1 as follows:

PLUMBING CODE
7.2.1 Adoption of Code
The 2024 International Plumbing Code, including all tables and appendixes, is hereby adopted for use in this jurisdiction except as specifically amended or excluded by the amendments specified in this City Code. The 2024 International Plumbing Code, as applicable in the City of Bisbee, is hereby amended as follows:
1. At Section 101.1, insert City of Bisbee.
2. At Section 103.1, insert Building Safety Department.
3. At Section 108.2, insert a reference to the Building Permit Fees scheduled of the City Code for the applicable fee schedule.
4. At Section 305.4.1, insert 12”.
5. At Section 306.2.4, insert at the end of the Paragraph: “14-gauge copper insulated tracer wires shall accompany all underground plastic piping required, water resistant wire.”
6. At Section 403.2, in Exception No. 2, change “15” to “50.” Insert new Exception No. 5 to read: “In existing building occupancies, one public/employee restroom is allowed where the occupant load does not exceed 50 for other than M occupancies, and for M occupancies, where the occupant load does not exceed 100, provided that the one restroom for all such occupancies is code compliant with ICC A117.1-2009. Where it is not technically feasible to comply with the new construction standards, the above shall conform to the requirements to the maximum extend feasible.”
7. At Section 703.6, insert a new Section 703.7 “Sewer Shut-off Valve” to read: “An approved sewer shut-off valve shall be installed in any building sewer line, as near to the property line as practical.”
8. At Section 714.1, change to read: “Backwater valves are required for all sewer connections. The highest connection on a sewer lateral is exempted from this requirement.”
9. At Section903.1.1, insert “12 inches.”

3. Article 210.11 (4) insert (5) Amend by adding this new section “Where required smoke alarms and carbon monoxide alarms shall not be installed on a dedicated circuit and shall originate from a general-purpose branch circuit.
4. Article 230.70A. Amend by adding the following after the first paragraph: “Service disconnecting means and risers shall be surface mounted, a recess service entry is not permitted.”
5. Article 250.50. Amend by adding the following: “All accessory structures with a poured foundation require the installation of a concrete-encased electrode as required by NEC 250.52 (A)(3) and IRC Section E3608.1.2.”
6. Article 300.21. Amend by adding the following: “Penetrations of one-hour fire resistance-rated walls shall require approved metallic raceway with 12-inch extensions on both sides of the wall. The penetrations of the wall and the conduit ends shall be fire safe. Penetrations of two-hour, or greater, fire-resistance-rated walls shall require approved metallic raceway with 5-foot extensions on both sides of the wall. The penetrations of the wall and the conduit ends shall be fire safe.”
7. Article 408. Amend by adding a new sub-Article 408.31, Subpanels and Low-Voltage Boxes, to read as follows: “Subpanels and low-voltage boxes shall not be located in any firewall, fire barrier, fire partition, or in the garage side of the common wall separating the dwelling from a garage or carport. Subpanels and low-voltage boxes may be surface mounted on any of the above-mentioned walls.”

At Section 903.1.1, insert 903.1.1.1, after the exception, insert: “In buildings and structures unable to meet the fire flow requirements for buildings are determined in Appendix B, Section B 105, approved automatic sprinkler systems shall be provided in all occupancies regulated by the International Fire Code. Exception: Where public or private water systems cannot meet minimum fire flow requirements of Section B 105 the following shall apply. All existing, new, and or historical buildings shall be provided with alternative fire and life safety requirements for the occupancy as required by fire and building code official as follows:
Automatic fire alarm system installed throughout the building to alert occupants and notify Bisbee Fire Department upon activation of any smoke, heat detector, or fixed fire protection system.
Automatic fire extinguisher system shall be installed on any commercial cooking equipment in the building or occupancy as required by the International Fire Code and should be connected to a monitored fire alarm system to notify the occupants and the Bisbee Fire Department.
At Section 907.10, insert A Section 907.10.2 Smoke Alarm Maintenance: approved single-station smoke detector(s) shall be installed in all new and existing dwelling units, apartment buildings. the owner shall be responsible for the smoke detector(s) installation, annual battery replacement (if battery operated), and maintenance of appropriate records of required smoke detector(s). Upon termination of tenancy in any rental unit, the owner or owner’s agent shall ensure that the required smoke detector(s) are operational prior to re-occupancy of the unit. The occupant shall be responsible for periodic maintenance and reporting, in writing, to the owner or owner’s agent any operational defects or required smoke detector(s).
At Section 1011.7.3 Exception, change the reference of ½ inch gypsum board to 5/8 inch type X gypsum board.
At Section 1103.5.3, insert 180 days.
Appendices B, C, D, E, F, H, I, K, L and N are adopted. Appendices A, G, J, M, N, and O are not adopted.
Insert an Appendix “P” to read: Mixed-Use Building with Residential Above Commercial; In buildings containing a commercial occupancy below and a residential dwelling unit above, smoke detection installed in the commercial occupancy shall be interconnected to the smoke alarms within the dwelling unit such that activation of any device results in occupant notification in both the commercial and residential portions of the building.

WHEREAS, the International Code Council has developed a comprehensive set of building and safety codes that are now in use in all fifty states and have become widely accepted in Arizona, including Cochise County; and
WHEREAS, the City of Bisbee had not updated or revised its building and safety codes since 2024; and
WHEREAS, other local jurisdictions have adopted various specific amendments to these Codes to adapt them to the specific conditions and circumstances in these jurisdictions; and
WHEREAS, the City of Bisbee Amendments to the Designated Building and Safety Codes incorporated herein by reference are intended to become applicable at the same time that these Codes be applicable, in August 2026; and
WHEREAS, it is in the best interests of the City of Bisbee and its citizens to adopt these specific amendments; and
NOW, THEREFORE, BE IT ORDAINED BY THE MAYOR AND COUNCIL OF THE CITY OF BISBEE, COUNTY OF COCHISE, STATE OF ARIZONA, THAT:
Section 1. Technical Code Adopted as Public Record.
That certain document entitled the 2024 International Mechanical Code, including all tables and appendices, three copies of which are to remain on file in the office of the City Clerk, is hereby declared to be public records and said copies are to remain on file with the City Clerk.
Section 2. In General.
The City of Bisbee Code is hereby amended by adopting the following publication in place of the current publication: the 2024 International Mechanical Code, including all tables and appendices, except as specifically amended by this Ordinance.
The City of Bisbee Code is further amended by repealing and placing Chapter 7 Building, Article 7.5 Mechanical Code, Section 7.5.1 as follows:
CHAPTER 7 BUILDING
ARTICLE 7.5 MECHANICAL CODE
7.5.1 Adoption of Code
The 2024 International Mechanical Code, including all tables and appendixes, is hereby adopted for use in this jurisdiction except as specifically amended or excluded by the amendments specified in this City Code. The 2024 International Mechanical Code, as applicable in the City of Bisbee, is hereby amended as follows:
At Section 101.1, insert City of Bisbee.
At Section 101.2, number the existing exception 1. Add Exception 2, to read: “Mechanical systems in existing buildings undergoing repair, alteration, or addition, or change of occupancy shall be permitted to comply with the International Existing Building Code.”
At Section 103.1, insert Building Safety Department.
At Section 309, insert a new Section 309.2: Space-cooling systems; Interior spaces intended for human occupancy shall be providing with cooling systems capable of maintaining a maximum indoor temperature of 85°F (29°C).
At Section 505.3, strike exception 1
Appendix A is adopted. Appendix B, C, D, and E are not adopted.
Section 3. Providing for Repeal of Conflicting Ordinances.
All ordinances and parts of ordinances in conflict with this Ordinance or any part of the Code adopted herein by reference are hereby repealed.
Section 4. Providing for Severability.
If any section, subsection, sentence, clause, phrase or portion of this Ordinance or any part of the Code adopted herein by reference, is for any reason held to be invalid or unconstitutional by the decision of any court of competent jurisdiction, such decision shall not affect the validity of the remaining portions thereof.
Section 5. Providing for Penalties.
Any person found guilty of violating any provision of this Ordinance shall be guilty of a misdemeanor, and upon conviction thereof shall be punished by a fine of not to exceed one thousand dollars ($1,000) or by imprisonment for a period not to exceed six (6) months, or both such fine and imprisonment. Each day that a violation continues shall be a separate offense punishable as herein above described.
Section 6. Effective Date.
This Ordinance shall be effective from 30 days after the date written below.

At Section 202: General Definitions, insert the definition for “Dangerous Trees”; “dangerous tree” means any tree, limb or portion thereof which has fallen or threatens to fall and which creates a risk of imminent danger or hazard to persons or property such as trees which have fallen on houses or power lines or block safe passage of, or obstruct, in whole or in part, streets, easements or bicycle paths, or which threatens to do so after having become uprooted or unstable as a result of construction activities, disease, age or severe weather, including a windstorm, flood, freeze, or other natural disaster .
At Section 302.4, note that the control of weeds and plant growth is subject to City of Bisbee City Code, Article 9.4.1, which shall be the applicable standard.
At Section 302.4.1, insert “Dangerous Trees”, Any tree determined by the Building Official or their designee to constitute a hazard to persons or property shall be abated, trimmed, or removed as required.
At Section 302.8, delete this section and insert “Dangerous Mine Shafts and Wells.” All wells and mine shafts greater than 4 feet (4′) in depth shall be secured to prevent trespass and accidental falls.
At Section 303, change all references to the height of fences and barriers from “48 inches” to “60 inches.”
At Section, 304.14 insert Year-round.
At Section, 602.2, add at the end of the paragraph insert, “Interior spaces intended for human occupancy shall be provided with cooling systems capable of maintaining a maximum indoor temperature of 85°F (29°C)”.
At Section 602.3, insert Year-round; minimum temperature of 68° (20°C) and maximum temperature of 84°(29°C).
At Section 602.4, insert Year-round; minimum temperature of 68° (20°C) and maximum temperature of 84°(29°C).
At Section 704.1.1, delete this Section.
At Section 705, insert a new subsection 705.3 to read Mixed-Use Building with Residential Above Commercial; In buildings containing a commercial occupancy below and a residential dwelling unit above, smoke detection installed in the commercial occupancy shall be interconnected to the smoke alarms within the dwelling unit such that activation of any device results in occupant notification in both the commercial and residential portions of the building.
Appendix A is adopted.
Section 3. Providing for Repeal of Conflicting Ordinances.
All ordinances and parts of ordinances in conflict with this Ordinance or any part of the Code adopted herein by reference are hereby repealed.
Section 4. Providing for Severability.

At Section 101.2, number the existing exception as Exception 1 and add Exception 2, to read as follows: “As an alternative to the provisions of this code, fuel gas piping systems, fuel-gas utilization equipment and related accessories in existing building undergoing repair, alteration, or addition, and change of occupancy shall be permitted to comply with the International Existing Building Code.”
At Section 106.6.2, add: “City of Bisbee building permit fees shall be as established in the City Code.
At Section 303.7, insert new subsection303.7.1 to read: “Liquefied petroleum gas piping shall not serve any gas appliance located in a pit or basement where heavier-than-air gas might collect to form a flammable mixture.”
Appendices A, B, and C are adopted. Appendix D is not adopted.
7.7.3 AMENDMENTS TO THE INTERNATIONAL ENERGY CONSERVATION CODE
The 2024 International Energy Conservation Code, as applicable in the City of Bisbee, is hereby amended as follows:
At Section C101.1, insert City of Bisbee.
At Section R101.1, insert City of Bisbee
It is appropriate for Bisbee to adopt the energy conservation standards relevant to Zone 2. This is the Zone that Pima County is in and more stringent than Zone 1, that was adopted for Bisbee’s 2012 code series.
7.7.4 AMENDMENTS TO THE INTERNATIONAL SWIMMING POOL AND SPA CODE.
The 2024 International Swimming Pool and Spa Code, as applicable in the City of Bisbee, is hereby amended as follows:
At Section 101.1, insert City of Bisbee.
At Section 103.1, insert Building Safety Department.
At Section 103.2, delete the entire section.
At Section 103.3, delete the entire section.
At Section 305.2.1 (1), change to read, “The top of the barrier shall be not less than 60 inches…”
At Section 305.5 (1), change to read. “…, the top of the wall is not less than 60 inches…”
At Section 305.2.6, change to read, “…, the top of the wall is not less than 60 inches …”

AN ORDINANCE OF THE MAYOR AND COUNCIL OF THE CITY OF BISBEE COUNTY OF COCHISE, STATE OF ARIZONA; AMENDING THE CITY CODE BY REPEALING CHAPTER 4 “POLICE AND FIRE DEPARTMENTS,” ARTICLE 4.4, “INTERNATIONAL FIRE CODE”; PROVIDING FOR SEVERABILITY.
WHEREAS, Chapter 4, Article 4.4 of the Bisbee City Code contains provisions adopting the International Fire Code; and,
WHEREAS, the International Fire Code is already adopted and regulated under Chapter 7, Article 7.4 of the Bisbee City Code; and,
WHEREAS, the Mayor and Council find that Chapter 4, Article 4.4 is duplicative and should be repealed to eliminate redundancy and maintain consistency within the City Code; and,
WHEREAS, the repeal of Chapter 4, Article 4.4 shall have not effect on the applicability of Chapter 7, Article 7.4, Fire Code.
NOW, THEREFORE, BE IT ORDAINED BY THE MAYOR AND COUNCIL OF THE CITY OF BISBEE, COUNTY OF COCHISE, STATE OF ARIZONA, THAT:
Section 1. Repeal.
Chapter 4, Article 4.4, entitled “International Fire Code,” is hereby repealed in its entirety.
Section 2. No Effect on Chapter 7.
Nothing in this Ordinance shall be construed to amend, repeal, or otherwise affect Chapter 7, Article 7.4, Fire Code, which shall remain in full force and effect.
Section 3. Severability.
If any section, subsection, sentence, clause, phrase, or portion of this Ordinance is held invalid or unconstitutional by a court of competent jurisdiction, such decision shall not affect the validity of the remaining portions of this Ordinance.

What ifl don’t go to my court date?
If you do not go to your court date, the judge can grant a restraining order that limits your contact with the person in (1). If you have a child with the person in (1), the court could make orders that limit your time with your child. Having a restraining order against you may impact your life in other ways,
including preventing you from having guns and ammunition. If you do not go to your court date, the
judge could grant everything that the person in (1) asked the judge to order.
