The Strong Row property owner who lost her home and vehicles in a March 2024 fire has filed a notice of claim (NOC) against the city seeking damages over to $498K claiming loss of items and pain and suffering.

According to the NOC received at the city clerk’s office dated December 23, 2024, property owner Julia L. Ross claims the day of the fire she was falsely arrested, the victim of malicious prosecution, that her rights were violated, use of force, assault and aggravated assault and intentional inflection of emotional distress.

Ross, who is representing herself, is seeking $498,440 from the city to settle her claim. Included in the demand she lists an amount of $117,540 for items she lost in the fire to include cash, gold and silver jewelry, and the other valuables that she was stopped from retrieving after she was prevented from entering the fire scene…….read full story (online subscribers only)
