Bisbee Mayor Ken Budge has confirmed multiple contracts signed by the former visitor center director should have come before council for approval.
Budge said former Visitor Center Director Heather Andrews signed contracts for advertising that she should not have signed. Budge said they should have gone to council for approval based on the city charter. “Contracts over $5,000 have come to council for approval,” said Budge.
He added the city found out towards the end of the fiscal year that Andrews had signed contracts. “There were multiple media buys done under a contract but she did not submit invoices for payment until towards the end of the fiscal year.”
